Research Accounting and Reporting (RAR) has fiscal oversight of all sponsored projects for the Allegheny-Singer Research Institute (ASRI) and The West Penn Hospital Foundation (WPHF).

Funding sources for sponsored projects include the federal government, state, city, county, foundations, associations, pharmaceutical companies and industry. Awards are made project-specific and are utilized and accounted for in compliance with the funding agency's regulations. Non-compliance with the funding agency's regulations could result in the imposition of more stringent regulations or the loss of current and future funding.

Federal regulations are the following Office of Management and Budget (OMB) Circulars:

  • OMB Circular A-110 Uniform Administrative Requirements for Grants and Other Agreements with Institutions of Higher Education, Hospitals and Other Non-profit Organizations
  • OMB Circular A-122 Cost Principles for Non-Profit Organizations
  • OMB Circular A-133 Audits of States, Local Governments, and Non-Profit Organizations

Each Federal agency is required to incorporate these regulations into their own policies that are applied to the awardees (e.g. ASRI, WPHF, etc.).

Foundation and association regulations are specific for each of these non-profit organizations. State, city, county, pharmaceutical companies and industry regulations are included in the contracts that are entered into between the funding agency and the awardee.
